In the complaint, Rougeou claims he “is a private citizen that acted as an informant for the Federal Bureau of Investigation regarding a federal investigation of pornography in and around the Parish of Rapides," and that the FBI is improperly withholding proof of his informant status, which could prevent him from getting a job as a teacher.
