Online-Adult Documentary Promotes Internet Community Port Act

SALT LAKE CITY — A documentary following Ralph Yarro's efforts to create the Internet Community Port Act — a controversial, yet 1st-Amendment-conscious, piece of legislation meant to protect minors from viewing adult material online — is circulating the U.S. in the hopes of sparking interest in the idea.

The feature-length documentary, entitled "Traffic Control: The People's War on Internet Porn," was made by independent film company Living Biography after its director, Bryan Hall, first heard of the Internet Community Port Act, aka CP80. Hall told XBIZ that this topic strayed from his company's usual socially conscious documentaries because his team had taken a stand on the issue before they began the interview process.

"I think [kids viewing porn online] is a problem — how big a problem, that's debatable," Hall said.

Hall said he wanted to highlight CP80 because of how it differs from all other regulation attempts, including filters — which young Internet users describe in the documentary having been able to crack — and the recently rejected Child Online Protection Act.

"They were all lacking in the sense that they were not respectful of the free speech argument," Hall said. "I genuinely believe that CP80 will be a foolproof way [for adult companies] to cover their butts."

CP80 would put the choice and responsibility on Internet subscribers, rather than providers, using a range of categorized Internet portals to distribute various online channels.

Hall described CP80 as cable works today: Users can choose what they subscribe to, whether it's special movie packages or adult channels, or they can decide to leave them out of their cable service. The key word, Hall said, is choice.

Hall said Living Biography will create two follow-up documentaries regarding CP80 and plans to give a greater voice to the adult industry.

"There are a legitimate number of adult companies trying to be responsible," he said. "I'd like to capture that in the second film."

He said that "Traffic Control" relies heavily on the genuine, honest responses received from hundreds of teenagers interviewed on camera regarding their interest and accessibility to online porn.

"All stakeholders — the government, parents, IT companies, filter companies, churches — they all have their heads in the sand," Hall said. "The kids are schooling every one of them."
