No Charges in Portland Mayor Gay Sex Scandal

PORTLAND, Ore. — Portland Mayor Sam Adams will not face charges in a sex scandal that has occupied his administration for more than six months. Oregon Attorney General John Kroger announced the results of his investigation this afternoon.

Adams imperiled his political career and ignited a national scandal when it was revealed that he had conducted a sexual relationship in 2005 with Beau Breedlove, a mayoral intern who was then 18 years old. At the height of the scandal earlier this year, Breedlove posed for the cover of gay adult magazine Unzipped.

The attorney general's investigation focused on a number of issues including whether Breedlove was a minor when the sexual relationship was initiated.

Kroger "found no evidence that Adams broke the law," The Oregonian newspaper reports. As well, Breedlove "lacked credibility as a witness, and state investigators could find no other witness to corroborate his account of an underage relationship with Adams."

Investigators interviewed 57 witnesses and found "serious questions about the credibility of Breedlove's account, due to his prior inconsistent statements, the lack of corroborating witnesses or evidence, his attempt to gain personally from matters related to his involvement with Adams and his prior criminal record."

Breedlove's guilty plea for second-degree theft in 2006 "could be used to impeach him in a crime involving dishonesty," the attorney general said.

Breedlove generated controversy and headlines when he agreed to be interviewed, pose for a photo spread and appear on the cover of Unzipped. He received financial compensation, a magazine rep told XBIZ in an earlier interview, but the amount has not been revealed. Breedlove was photographed mid-February in Los Angeles by Edendale Studios and the magazine with his softcore layout hit newsstands last month.

The attorney general's investigation found Breedlove's Unzipped photo spread and interview "colored his credibility [and] could be used to attack his motive" during a jury trial.
